Police are rushing through the town. When they stop at Vito's Mayor Grafton steps out of the car. A reporter latter questions with him about all the bad things he had done to the city(robbing the city of millions, selling city hall to a foreign country, excepting brides, cheating and lying), but Mayor Grafton shows no interest. When the reporter asks if there as been any good he has done for the city he does some thinking. Meanwhile Garfield and Odie are getting some pizzas from Vito, they leave saying they'll be back for dinner. Vito says, that he is happy being nice to cats. When he sees Mayor Grafton he suggests that Grafton should pass a law against people not being nice to cats. Impressed Grafton takes the idea and tells the reporters about it which makes them happy, Grafton even thinks that there will be some money in this.

Back at the house, Garfield and Odie watch the news, when they see Mayor Grafton at city hall. Grafton declares his new nice to cats law, and with help of Professor Bonkers he creates robots that pass out fine tickets to anyone who is mean to a cat. Impressed by this law Garfield starts embrace it.

First, he ignores Jon's order to take out the trash, which make Jon raise his voice to Garfield but then a robot comes and gives him a $20 fine for making him do manual labor. Then, he tries to get a sprinter to order him chinese food, but when the sprinter refuses he gets a $50 fine for refusing to feed him, so he reluctantly orders him food. Later, he sees a lady with an ice cream cone, then pretends that he's a baby and makes it look like the women took the ice cream from him, making a robot give her a $50 fine for taking it and another 50 for her ugly dress. Garfield then goes to Albert's all you can eat restaurant, Albert is about to kick him out when another robot shows up and gives him a $100 fine.

Garfield then goes all around town getting things from people (Getting popcorn at the movies, getting a doughnut from a cop, teasing a dog, and escaping from the dog catcher).But, soon everyone starts running away from him because they're afraid of getting a ticket. To make matters worse a robot gives Garfield a $500 fine for trying to mail Nermal to abu dhabi. The robot then makes it 600 because Nermal is cute. Finally had enough Garfield goes to city to get the law change.

When he gets there a guard reluctantly lets him in so he won't get fined. Garfield goes to Mayor Grafton's office, there he over hears Grafton on phone saying that the whole law is just a corrupt plan to steal all the money. Garfield then takes the plan from him and after a brief chase Grafton catches him. But soon gets tons of fines from his own robots. Grafton claims that he will not pay them because he's the one stealing the money. But soon realizes he just unwittingly confessed to several reporters.

Later back home, Garfield watches the news which reveals that Mayor Grafton has been arrested for being "very very crocked." Jon congratulates Garfield then wonders what's gonna happen to those robots. It is then revealed that Garfield reprogrammed the robots to give out tickets to Jon for his mystery sandwiches.

Kind to Kittens is an episode from the third season of The Garfield Show.

Synopsis

Mayor Grafton seeks approval by establishing a law for cat kindness. He also gets a group of robots to enforce the law.
