Joe Palaver (voiced by Stanley Ralph Ross) is a talk show host who once had a show on WBOR.

On his show, Palaver was always making harsh criticisms and insults to people, making him "the rudest and nastiest talk show host in the world". He was also extremely superstitious, doing everything he could to avoid any action that would give him bad luck, such as not breaking a mirror and carrying a lucky rabbit's foot.

On one particular day, Garfield was watching Palaver insult cats. Garfield urged Jon Arbuckle to speak on the show to defend his kind, which he was ultimately unable to do.

Later, Garfield found out about Palaver's superstition. Garfield proceeded to prank Palaver by painting himself black and crossing his path. Garfield then follows Palaver everywhere, tormenting him. Palaver eventually retracts his negative statements about cats, which makes him lose his show.
