José Cuauhtémoc "Bill" Meléndez (November 15, 1916 - September 2, 2008) was an Mexican-American character animator, film director, voice artist and producer.

Meléndez started his career as an animator working for Walt Disney Productions, namely on the films Pinocchio, Fantasia, Dumbo and Bambi. He next joined Leon Schlesinger Productions (later Warner Bros. Cartoons), where he worked for Bob Clampett, Art Davis, and Robert McKimson. Afterwards, he had a stint with United Productions of America, most notably working on Gerald McBoing-Boing. He also did commercial work with UPA, as well as Playhouse Pictures and John Sutherland Productions.

With Lee Mendelson, Meléndez worked on the Peanuts animated features as the director, as well as providing the voices of Snoopy and Woodstock. Meléndez and Mendelson also worked on the early Garfield specials, among other features.
